Why and how did CSCC come to be established?

In 2005 and 2006, the Archdiocese discussed the need for an umbrella organisation to maximise and coordinate the resources of the many church groups involved in charity work.

A Task Force was then appointed by the Archbishop to study the issue. It met with many of the Church's social and community organisations to determine their needs. Following its recommendations, the Archbishop, in consultation with the Senate of Priests, approved the setup of the Caritas Singapore Community Council (CSCC) as the umbrella body for the Church's charity groups.

   
 
 
 
How is CSCC constituted?
CSCC was incorporated as a company limited by guarantee in September 2006.
   
 
   
 
 
  Membership
 
Who can join CSCC? How can I become a member?
Only organisations can become members of CSCC. There are two categories
of members:
-

Affiliates
These are Catholic organisations involved in charity and community work.

-

Associates
These are other organisations (Catholic and non-Catholic) which do not qualify as Affiliates.

Can individuals become members of CSCC?
No, membership is for organisations only. You may, however, be a volunteer to CSCC or to our church charity organisations. To volunteer, please click here.
   
 
 
 
What are the benefits of becoming a member of CSCC?
CSCC members will enjoy increased economies of scale in terms of volunteer recruitment and training and funding, to name a few. There is a range of programmess and activities members may benefit from. To view the range of programmes and activities, please click here.

Members will also be represented in the Church's leadership organisation for social and community work, and thus be able to influence how the Church responds to community needs.

In addition, member organisations are doing their part to contribute to the Church's unified impact and image in the broader community.

What is the role of CSCC vs that of its constituent members?
CSCC is the umbrella body for Catholic charity and community organisations. Its role is distinct from its members:

What is the role of CWS relative to CSCC? Are there any duplication in
their activities?
 
One of the key questions that was addressed by the Task Force appointed was whether CWS could and should evolve to be the umbrella organisation. In considering this, two necessary roles were noted: the enabling role and the operational role of direct services.

After much discussion and deliberation, it was decided that the revamped CWS will focus on its operational role and continue to provide direct services, such as nursing homes (St. Joseph's Home, Villa Francis and St. Theresa's Home) for the sick and elderly, the Gift of Love Home for the destitute, Poverello Teen Centre for youths, bursaries for needy students etc. CWS will remain close to the beneficiaries and initiate new direct services in response to the changing needs of the community.

CSCC, on the other hand, will focus on the enabling role of enhancing the Church's social mission across all charity-related organisations.

CWS has played an important role in helping to conceptualise and establish CSCC. It has provided the premises and initial startup funding to get CSCC operational.
   
 
   
 
 
  Programmes & Activities
 
What are the main programmess and activities of CSCC?
 
CSCC is a new organisation. It plans, over time, to engage in the following activities:

Fundraising
The CSCC will set up a common pool of funds for member organisations. Member organisations may choose to conduct their own fundraising or to receive grants from the common pool. This will allow them to better focus on their mission and beneficiaries.

Volunteer recruitment and matching
CSCC will help to promote, recruit and match volunteers according to the needs of respective member organisations. CSCC will not manage the volunteers but may help conduct volunteer management workshops for member organisations.

Communication
Through its web portal and other vehicles, CSCC will provide a common platform for member organisations to publicize their activities and needs. For parishioners, the portal will be a one-stop means to identify and participate in the various Church's activities.

Coordination and networking
CSCC will provide through forums and outreach, an opportunity for member organisations to share their learning and coordinate their activities where possible.

Capacity building
CSCC will also organise activities that allow member organisations to leverage on its resources. These include training and development on best practices, spiritual formation, and the social teachings of the Church, and other forums for networking.

Community strategy
A study will be conducted to review the Catholic social and community landscape, identify needs, and develop partnerships.

Shared services
CSCC will help smaller organisations start up by providing secretariat type services, etc. These may be provided as CSCC scales up.

Governance practices
Through shared governance practices, all organisations should be able to level up.

   
   
 
   
 
 
  Fund Raising
 
If CSCC is doing fundraising, will other member organisations like CWS, SVDP continue to do their own fundraising?
Yes, members of CSCC may choose to continue with their own fundraising programmes and not receive funding from the common pool of funds raised by CSCC.

Whether member organisations choose to raise funds through CSCC or not, they may still avail themselves of the many other programmes of CSCC.
